This text presents a critical analysis of the conceptual and empirical difficulties of addressing public policy guidelines for the development of sustainable cities, starting from an initiative to harmonize public policies in 2015 for Cartagena de Indias, Colombia, focusing on the components related to discourses that define the metrics of competitiveness in port-cities considered intermediate in Latin America.Downloads
