The “crisis” of immigrants and refugees in Europe: a governance crisis?

Abstract

The objective of this work is to question, from critical and decolonial approaches, the management and governance of the “crisis” of immigrants and refugees in Europe. In particular, the explanation that this “crisis” is a crisis of governance. I contextualize this humanitarian emergency from an inter and transdisciplinary understanding in which, at the outset, I present an approximate diagnosis of it, in which I incorporate updated data from the International Organization for Migration (IOM), the United Nations agency for Migration and the European network United for Intercultural Action against nationalism, racism, fascism and in support of immigrants and refugees, as well as the reflections that I consider relevant, generated from the field of Philosophy and Sociology. Below, I provide an initial review spanning several academic disciplines on the management and governance of the migrant and refugee “crisis” in Europe. Finally, I present a set of analyzes on the possible and probable alternative future scenarios of the European Union in relation to its migration policies for 2030 from the field of strategic foresight and the field of futures studies, although I do not limit myself to this problem. I conclude the presentation of my work by recognizing that this humanitarian emergency is occurring in Europe and that it has very possibly been built by the “implementation” of a necropolitical governance, in which the violation of the human rights of immigrants and refugees in Europe and the approximate data on deaths and disappearances are only the most visible parts of this complex and perverse problem.
