A new strategy for the European Cooperation: North – South cooperation to strengthen South – South

In this paper is described how the International Development Cooperation (idc) was evolving in the modality of technical cooperation from the idea of dividing the World into North and South to refer the developed and developing countries and how the dynamic of technical cooperation began as a modality of knowledge sharing from the countries of the European Community towards the South Countries and how those developing countries started using the technical cooperation as an alternative among them to stop the dependence from the North. Finally, it is analyzed how the technical cooperation from the European Union changed on 2005, after the Declaration of Paris, becoming an instrument for institutional strenghtening of the countries of the South, called Upper middle income countries, but also, to become them in new donors and trainers, so now they have to give more aid for the less developed countries.Downloads
